We do have a kestrel- could it use the impalement procedure for prey?

We have not seen a shrike on our farm in Grayson County, VA, for several years.
Yet I have recently noticed three green June beetles impaled on barbed wire.
Is there anything else than a shrike that impales prey on wire and thorns?
