[baisl] Question about documentary pricing

I may have asked this before, but I can't find the thread now...

Documentary films that charge one (lower) price for "home use" vs. another
(higher) price for schools: Legal? Ethical? It makes my blood boil, but I'm
not sure I'm justified in my outrage.
