It really depends. Is the image from the cover a piece of art, like what
Penguin Classics usually uses? If not and it's original art then you're
going to hit copyright issues, regardless of how much editing you've done.
However, you may also fall under Fair Use, depending on how you're going to
use this collection. If you're selling it, then it's a copyright violation;
if it's educational only (no sales), you're generally fine.

Our school is moving exemplary student work from what has been a print
publication to an online publication. One essay is about Romantic
literature and includes discussion of Moby Dick. The cover image for the
essay has a cropped portion of a 2017 edition of the book. Are there
copyright issues here? It's cropped and the student's photo is overlaid so
it is altered. Certainly isn't keeping the publisher from making money on
the book and might be marketing it.
