The meadow has always been on federal land but what we did back then was to 
talk to a forest ranger, explain who we were, what we wanted to do and take 
care of the land.  They agreed and came by to talk to us to make sure we 
were not violating the understanding.  Yet things have changed since then 
but I believe we can still to there provided we follow the "rules".  Not 
sure talking to a forest ranger will help.

Possibly the Antennas site would be suitable. Is Buck Butte in a Nat'l
Forest or is it BLM? It appears that BLM rules are different:
