I checked. Arizona does indeed regulate class IIIb lasers (>5mW), look under the Arizona Radiation Regulatory Agency (ARRA at http://www.arra.state.az.us/). Yes, the same guys who certify nuclear labs and power plants for the state. Typical bureaucratic overkill is involved.
