Sky Publishing Corporation (S&T) has it in volume 1 of their publication
"Sky Catalogue 2000.0 Volume1 Stars to Magnitude 8.0". In the
Introduction page vii has the simple formulas. Page xiii has the
rigorous precession formulas.
