[AZ-Observing] NY40 update

Horizons ephemerides for NY40 now include Arecibo radar astrometry.
Position uncertainties at close approach are now only a few arcsec.

...this effectively gets rid of any substantial error in the ephemeris
since it includes both small sky-plane errors but also estiablishes
the actual distance to some meters.  The Minor Planet Center and other
sites will have this update incorporated in elements that get published
overnight, so all should have this on Saturday.
