[AZ-Observing] Re: How to interpret the Clear Sky Clock

Skippy Sky and CSC come from non-NOAA sources.  Unfortunately, I've found both 
CSC and Skippy Sky to be more correct, more often (by a big margin) than the 
NOAA / NWS site.
