No images ever get sent by az-observing (which is fine by me),
so you'll have to send us the URL.
The description makes it sound like maybe either a
circumzenithal or circumhorizontal arc (at this time of year in
ID/WA, it has to be the former). The picture should make it
obvious, if it is one of these. If so, it is not rare, and certainly
not "THE RAREST OF ALL NATURALLY OCCURING ATMOSPHERIC PHENOMENA."
