Stan,

If I recall the bill that prohibited Illuminated billboards did so only on 
State hgwy rights of way. It did nothing to prevent them from going up on 
private land. Take a look at them next time you pass one and you'll note it's 
most likely set back from the freeway on a lot behind the right of way. The 
builders probably pay the lot owner a tidy sum to place it, similar to cell 
towers.
