Since trying to stop these things has a tendency to look anti-community, etc. and they always seem to get built anyway. One approach might be to inform about light pollution and the proper use of directed / shielded lighting, etc. Palomar has a link on their website to do this and take an active roll in educating the public about proper choices in outdoor lighting and about the importance of preserving the night sky for all of us.
