[AZ-Observing] Comet orbit updates

For those who care about such things, revised orbits for both
Q4 NEAT and T7 LINEAR were published today by Brian Marsden at the
Minor Planet Center:

These show hyperbolic orbits for both comets, and the suggestion that
comparable solutions can be obtained with nongravitational (jetting)
effects added. The changes with the new elements are trivial in terms
of the actual ephemeris.
