Could this possibly include the use of those new smart LED streetlights
that only turn on when they sense a vehicle, cyclist, or pedestrian
approaching? I'd be disappointed if it didn't. Gates could make that
happen easy.

looks like AZ will need International Dark Sky to be in contact with
"Gatesvile" to assure
that they keep the dark sky dark.

Gates' Belmont Partners investment firm just dropped $80 million to jump
start development of a 'smart' community in Arizona.

Hovatter Road, its light will likely blend right in with the existing metro
Phoenix light dome to the east. I'd be more concerned if we observed closer
in, like just west of the White Tanks. In that case, the new light dome from
Belmont will be to your west, where it used to be dark.
Here's the location map. I wonder how smart it is to add tens of thousands
of people commuting 50 miles to their jobs in Phoenix.
