The high meanders around and this certainly shifts
the steering flow. Having it more northeast around
Colorado tends to give us (northern Arizona) a dry but
rather murky (smoky, dusty) northeast flow. Or if it shifts
more to the south, as is forecast for next week, then the
flow turns around more from the southwest, which is also dry.
Thus the afternoon PHX discussion includes:

During the upcoming weekend, as low pressure sets up along the
Pacific northwest coast, and as the high shifts further to the
southeast, the upper streamline fields and steering flow turn towards
the southwest over most of the area. This starts to bring in drier
air from the southwest...
The other obvious thing that dries out the monsoon
is simply a Pacific trough ('winterstorm') that pushes
everything east and south for a few days. We typically
get a couple of those each summer. This is a progressive
pattern (unlike the meandering of the high), and so is
reliably predictable some days in advance. If such an
event happens that's likely to give clear, dry skies for
a couple days, I'll try to give a heads-up on the list.
