[AZ-Observing] Administrivia: Quoted Reply Limit

To cut down on the amount of redundant material in each message to
this list, I have set a limit on the amount of quote material allowed
in a message.

Messages with more than 25 lines of consecutive quoted material will
be rejected.

This means that if you reply to a message, and include another
message's text, you will need to trim that message before you send the
message.  If you only remove the message's footer, this alone will
save you 10 lines.

Hopefully, this will reduced (or end) the number of messages with
replies to replies with the full text of all messages included.
