     Well, it is something of a holiday, though you can be sure that
sheer greed is behind the searchlights in hopes of attracting attention.
Looking at the Arizona Revised Statutes on-line suggests the state laws,
at least, are very broad and don't prohibit much besides mercury-vapor,
and not even them, really, until 2011.  You might read through what there
is to see if there's a complaint to be made under the laws:
