        The Corporate Senior Executive Management Office (CSEMO),
Department of Veterans Affairs (VA), is soliciting interest of current
career Senior Executive Service (SES) members for consideration of the
following SES position. 

         

        POSITION TITLE:  Director, Homeless Veterans Program Office

         

        ORGANIZATION:  Department of Veterans Affairs, Office of Public
and Intergovernmental Affairs (OPIA)

         

        DUTY STATION:  Washington DC

         

        SALARY:  VA SES positions have been tiered; this is a Pay Band 2
position.  The salary for this position is capped at $173,600;
exceptions to this cap will be considered based on specific
circumstances. .  

         

        DUTIES:  The Director, Homeless Veterans Program Office is
responsible for policy development, oversight, compliance, direction,
and support of VA's Five Year Plan to End Homelessness.  The Director
advises the Assistant Secretary OPIA, the Secretary and other senior VA
leadership on homelessness matters; serves as the Department's liaison
to the White House, the US Interagency Council on Homelessness, HUD,
DOL, HHS, other Federal government entities, Congress, Veteran Service
Organizations, national homeless associations, other non-governmental
organizations and state and tribal government agencies in matters
pertaining to homelessness; and works to enhance relationships with
other partners and stakeholders on behalf of the Department.

        The Director, Homeless Veterans Program Office represents the
Secretary and top management at high level meetings, both within and
outside of the Federal government.  The incumbent ensures Congress is
informed of VA's homeless activities on a regular basis and monitors
implementation of VA's legislative directives regarding homelessness
throughout the Department.  The incumbent works to increase
coordination, integration, and other activities within VA to better
assist homeless Veterans and prevent homelessness.  The incumbent serves
as the liaison to a variety of other offices in VA, throughout VHA and
VBA, and promotes collaborations between the Homeless Veterans Program
Office and those other offices.  In particular, a very close
collaborative relationship with Homeless services in VHA Patient Care
Services Office of Mental Health.

         

        TECHNICAL QUALIFICATIONS:  

        Experience leading program and staff management with extensive
knowledge of homeless issues.  

        Demonstrated senior level experience in the development and
implementation of laws, regulations, policies, and memoranda to improve
programs and services.

        Ability to analyze complex issues, identify effective steps to
resolve problems and/or implement policy, evaluate outcomes, and take
corrective actions.
