atw: vagaries of Australian english

In  australian english, seemingly in defiance of all other variations of
said language, the word "where" is used to indicate the possible
instance of something occuring, as opposed to "when".=0D

Frinstance:

Where a occurs, b take place immediately to avoid an explosion.
