If rebooting doesn't fix the problem, it doesn't sound like a lack of resources.
If it happened during an editing session in which Save As Picture had been
working, it doesn't sound like a dodgy auto-installed Office patch.
Have you tried Detect and Repair (if that is still in Office 2020)?
Have you tried Save As Picture in a new document, just to rule out that it's a
problem in the document you're updating?
