I have a master document, but I use word 2007 in compatibility mode only. I use
the master to compile a set of 12 documents into a single help file. The last
document is an index of the other 11. The total number of pages is about 1400,
with individual documents ranging from 20 to 260 pages. Works well.

Finishing off the article sounds like an excellent idea, Warren--go for it! :-)
As for my manual, it will reside on the Intranet, so distribution isn't an
issue. I'm more worried about the maintenance of the thing, which might end up
being done by anybody. Keeping the Contents, Figures and Tables lists accurate
is probably my main concern at the moment, along with accurate cross references.

I'll have about seven 'sections' of between 20 and 40 pages (very roughly). Not
huge, but big enough to warrant using master doc, I think. Do you?

What you say is generally true but master docs might be an exception. An
article in a reasonably reliable newsletter claims that MS 'rewrote the whole
codebase' for Word 2007. I posted the following to a few TW lists last year but
haven't heard that anyone has tried it out:
