You may like to consider Word-2-CHM. You can maintain the document in Word and 
convert it the compiled HTML using this tool. It's simple and easy to use and 
can handle Word master documents. Costs US$300.

Hi,

We currently have a few thousand small Word documents that we convert to HTML 
using a series of Word macros and Madcap Flare. We want to keep maintaining 
these documents in Word as they are more accessible to the people who need to 
access and update them. The current conversion process works OK but falls over 
at times, providing pretty meaningless error messages.

If anyone out there is using a better tool for pretty large-scale Word document 
conversions that you would recommend, I'd love to hear about it.
