Do you know why they're reticent? Some possibilities are:
- they're extremely busy
- previous TW was an idiot/chatterbox/psychopath...
- boss yells at them if they miss a deadline;
boss doesn't yell at them if they don't talk to the TW
- docs are perceived as irrelevant or low priority
Which angles you try first depends on which reasons apply most.
