I've occasionaly pondered the same question and never really found a =20
definitive answer as to which is which, or if indeed there is a =20
difference.  I suspect annex and appendice are fairly interchangeable =20
so I've generally picked one and stuck with it.  Sometimes I've had =20
situations where you have an appendice to an annex (!), as long as its =20
consistent I don't see any problems with that.

I'd limit attachments, however, to instances where you are attaching a =20
separate document rather than something that corresponds to,  or is =20
part of, the document you are putting together. So if its separately =20
published, and you are including it for convenience etc, I put it as =20
an attachment.
