If you have people dependent, than those who they depend upon are always going 
to have a job.  So yes it is meant to create a dependent class because certain 
people want to always point out the problems, but they don’t actually want to 
solve them.  They are called politicians, and typically the ones who actually 
don’t want to solve problems are on the left because if the problem never 
actually goes away they always have power, thus they make a career out of 
politics.  Of course people on the right make careers out of politics to, but 
they have a different method.
