Hi Gary

The short answer right now is no (smile).  Several Audacity versions ago I 
wrote a script to make scrubbing work without using the physical mouse.  A 
subsequent Audacity release messed up my script and I have not rejigged it.  
You have motivated me to have another crack at it.

The issue is that the architects of the feature assume that a mouse will be 
used.  As demonstrated by other DAWs, it need not be done that way but...  
Scrubbing in Reaper with left and right arrow keys, for example, is excellent.

I will let you know if I have any success.
