[audacity4blind] panning tracks

Hello all, I can see how to pan one track, but is it possible to pan
only a selection on a givin track? If I select a section of audio on
one givin track, will it only pan that or will it stil pan the hole
track? I ask as I see no referemces to track automation like in sonar.
