Well, that's certainly achievable in Audacity if you don't mind the
slight degradation (depends on the original format).
To answer your first question:
I use Control+F6 to jump into the selection toolbar.
press the tabulator key in order to get to the start position.
You can now move with the arrow keys to select a certain unit
(minutes/seconds and so on) and raise the value with arrows up and
down. The format can be chosen from the context menu (e.g. Application
key on Windows).
There's also a key combination that opens a dialog box and let's you
enter the start/end positions directly.
It's usually:
[ Select - Left at Playback Position
and ] for the selection end.
(Doesn't work on my system 8-O)
For the second question:
There's no 100 % reliable solution, i.e. fully automatic.

First of all, it's called "Audacity" just like the proper English noun.
In order to split Mp3's, you should stick to Mp3 DC.
Audacity has to decode and encode the files and this will degrade the
quality a bit.
How do you intent to automate the process, based on listed times or by
detected gaps in the original?
