Hi,
just to add a little to what Andrew has said.
If you want to select some audio to apply an effect to it, you have to select
one or more tracks and a time range. So in this case, as well as ensuring that
just one track is selected, you also have to select a time range.
Assuming for the moment that you want to apply the effect to all the audio in
the track, then after you have selected the track, you can select a time range
covering all the audio by first pressing j to move the cursor to the start of
the audio in the selected track, and then pressing shift+k to move the end of
the selected time range to the end of the audio in the selected track.
Note there are variations on j, then shift+k which all select all the audio in
the selected tracks. These are k, then shift+j, or alternatively shift+j, then
shift+k. You can use whichever you find most convenient to type.

If I understand you correct, do the following.
If you want the all tracks to start one after the other,:
1. select all with ctrl+a
2. go to the tracks menu
3. fine option, align tracks and press enter.
4. press enter on the first option called "align end to end.
