Hmmm. The ffmpeg file I have is a .exe. When I run it, several files are
put into a ffmpeg for Audacity folder. You can download from this link

If you have just one dll file I would be guessing as to where it should go.

If you install ffmpeg you can save to m4a. I can download ffmpeg
-win-2.2.2.exe from this page <https://lame.buanzo.org/#lamewindl> . If you
get totally confused by the options, I can send you a copy.
