I would use the Delay effect instead.
It allows you to specify a distinct number of echoes.
In contrast, the echo effect produces copies for the whole length of
the selection.
This means that you have to append some silence.
Navigate to the right edge of the audio -> generate -> silence.
Then select the audio that should be repeated plus the silence -> apply echo.
The delay may be a bit confusing but you can experiment with it and
press alt+p to preview the result.
For echoes, the type should be regular and pitch change 0 half steps.
Allow also the length to be changed (Yes) since you then haven't to
worry about appending silence.
