just to add to what Andrew has said about using the Selection toolbar (
timeline toolbar in Andrew speak) to move the cursor.
The following assumes Audacity 2.3.0.
The selection toolbar contains a Show combo box, and this contains options
for which details of the time selection are shown after the combo box. For
moving the cursor, then there is an advantage to setting this to Start and
length of selection, rather than something like start and end of selection.
Assuming that there is initially no selected time range, then the length of
the selection will be zero. You can then adjust the start of the selection
at will, and the length of the selection will remain equal to zero.
Contrast this to the case where the Show combo box is set to start and end
of selection. Again, assuming that there is initially no selected time
range, then the start and end of selection will have the same value - the
position of the cursor. If you increase the value of of the start of the
selection, then the end of the selection will be automatically increased to
the same value. This is all just fine. But if you decrease the value of
selection start, with the intent of moving the cursor earlier in time, then
the value of the end of the selection remains unchanged, and you've
accidentally selected a time range which you may not have wanted to do.

Length of short and long jumps are 1 and 15 seconds respectively by
default. You can adjust both under Playback in Preferences (control-p).
Another option is to use left and right brackets ([) and (]) when not
playing. That opens a dialog that lets you specify exactly the position to
which you want to jump.
The next one is easier to demonstrate than to explain, but see if this
computes. By pressing control-f6 you drop from the tracks panel to the
timeline toolbar (well, that’s what I call it. Begin and end values the
same as those presented by using left and right brackets are available.
Having tabbed to – say – the start dialog I usually press Home to make sure
I at the left edge and arrow right to the column I want to adjust. Up and
down arrows will change the position. If you are – say – on 3 minutes and
up arrow three times to 6 minutes and press spacebar you will jump to the
new position. You can even make adjustments while playing. Then toggle
spacebar to get to the new position.
