Hi Brian,
the delayed feedback may be caused by software playthrough being enabled in
Audacity. To check this, open preferences, select the recording category,
then move to the "software playthrough of input" check box. If it's
checked, then uncheck it.

My problem is delayed feedback to my USB headset when recording. Example:
I record my voice on a brand new project on track 1. As I speak my voice
comes back a split second later. Likewise when I record on track 2. Is this
a problem which can be rectified within Audacity or is is it a problem
which can be rectified in my system settings. I am using Audacity with NVDA
on admittedly a low cost laptop with a USB head set. Would nbe greagtful
for any advice.
