Hi Jacob,
If a track is selected, then it's pasted into that track. If no time range is selected, then it's inserted at the cursor position. If a time range is selected, then the selected audio is replaced with the pasted audio. If a track is not selected, then it's pasted into a new track, starting at time zero.

My question on that note is does it get pasted into a track of it's own at
0:00:00.000 starting point, or in line with the current cursor position?

Hi Mike,
If you open audacity, and then open both files, each file will be in its own
project, and window, and you can tab between the two windows using alt+tab
as usual.
You can then copy some audio in one window, switch to the other window, and
paste it there.
