I've heard this sequence of tones before. It was on a cassette tape that had
music on it, and on a two-inch master reel that had been used to record a band
I played in.
I think it had something to do with sync. I don't know why I didn't ask the
engineer what it was for. But that's the only thing I can think of.

Very interesting indeed.
The tones themselves are sine waveforms, and had it not gone through a
series of straight octave changes I would have called it an arpeggiated
harmonic sequence. As it happens I have never heard that sequence before, on
tape or otherwise
The only tones I have heard are the really low tones that are meant to
serve as a marker to cue-and-review enabled tape players and sometimes used by
autotrack tape players. I’m guessing that sequence has a similar functionality,
some kind of unique marker, but I doubt an auto system would look for that.
