implementation is unusual. What would a "usual" implementation be

It means to decrease the size of the selected region. Audacity has an
unusual implementation of selecting with the keyboard. Shift+rightarrow
moves the endof the region to the right, but Shift+leftarrow moves the start
of the region left, thus extending the region. Control+Shift+leftarrow
moves the end of the region left and Control+Shift+rightarrow moves the
start of the selection right. So Shift+arrows extends the selection and
Control+Shift+arrows contract the selection.
