I really don't know. My Mac Mini (OS X 10.8.2) does not respond
slowly with VoiceOver in Audacity.  

Try rebooting the Mac. Test VoiceOver with other applications  
to see if it has some general problem. 

You are using Audacity 2.0.2 aren't you? Check at Audacity > 
About Audacity.
