Frustratingly, Audacity is not as nice to use with VoiceOver than with a
Windows-based screen reader. Accessibility of the Mac version has also
retreated somewhat. I do not have access to a Mac at present, but am reliably
informed that the best Audacity version for use with VoiceOver is at
https://www.fosshub.com/Audacity.html?dwl=audacity-macosx-ub-2.1.1-screen-reader.dmg.
That said, some very capable Mac users on this List may want to comment on
merits of the current version.
Having dealt with the bad news, now to your questions regarding selection. And
most valid questions they are because, without being able to select sections of
audio, there isn't much you can do in terms of editing etc.
Although it uses Audacity on Windows, you may find the audio introduction I did
a couple of years ago useful, as many of the keyboard commands are the same.

Left square bracket ([_ lets you set start of selection and right square
bracket (]) lets you set end of selection. If either is pressed when playing,
that point will be set as beginning and end respectively. If pressed when not
playing, a dialog appears allowing you to enter a value. Unfortunately, on the
Mac that requires extensive digital gymnastics.
Another option is to press F6 to get to selection toolbars. Tab until you find
the dialogs for setting or reviewing beginning and end points. Shift F6 takes
you back to your tracks.
Let us know how you get on. Again, current Mac users may have more specific
suggestions.

Hello,
I’m in the process of learning audacity. I’m on a Mac using Voiceover. Can you
give me tips on precise selecting/editing within Audacity? I have figured out
the clip boundaries but that’s about it.
Also, is there a keystroke or one I can set up to read the audio time position?
Maybe I can type the time elements to do more exact editing. I’m just thinking
out loud.
