[audacity4blind] Repair broken .wav files

Hi, it's Annabelle.
I wonder, is there a way that someone blind like me can fix a .wav file to
make it playable again? I have this .wav file that I created in 2015, but it
won't open in any media player. I'm trying this program called "Media Info"
from http://www.mediaarea.net, and what I've discovered is that the file I'm
trying to recover is a .wav file, encoded with PCM Little Signed 24 Bit,
44.1Khz, and a streaming size of 21.4 MB. That's what I get with the file
where it has the original name I named it. However, with the raw .wav file,
the one that's named something like "File 309.wav", there seems to be a
little bit more information. For example, along with the aforementioned
information, it says there's a Codec ID of 1, which I'm not quite sure what
that is, then it says the format is wav, it's 1 channel (mono), and the
duration is 4 Minutes 25 seconds. So the question is, how would someone like
me, who has very little experience with digital technology, and is only a
beginner in programming, be able to put two and two together and recover the
file back to its original state before the drive was formatted by accident
on 6/19/2015? Would I have to have sighted help? Would I have to send the
drive to Drivesavers in Northern California and spend $1,750 in order to
recover everything on there? I've tried Audacity, but when I put 0 as the
offset, I get utter static! When I tried 1, I get a whole lotta nothin'.
Same thing when I try 2. When I try 100 for the offset, it seems to put the
file at an extremely low pitch. Lower than the original. Sometimes I even
get garbled audio that sounds like it's all mixed up! Which number should I
use? I'm confused! What do I do next?
