Try the following link to get 1.3.0beta:

I don't remember from where I originally downloaded 1.3.0, I've downloaded
and installed several versions of audacity now, 1.2.1, 1.2.2, 1.2.3,
1.2.4, and 1.3.0/1.3.1.
