Ok, thanks for suggestions, etc. - think figured out a method/solution that 
works well enough for me now.

Basically, imported the two tracks - one being the audio import from the 
standard video clip file - and one being the narrated soundtrack of the same 
piece of content - and then making sure selection is only active in longer 
original track that in fact matches the video content/footage as such, using 
enter key to toggle selection on and off for each track, I actually just used 
the [ key to then invoke the popup asking you to set the start of selection, 
and then used the menu item on the edit menu to move cursor to selection start, 
turned off selection for that track, moved over/down to narrated sound track, 
hit enter to turn on selection there, and then off align tracks menu item on 
tracks menu, told it to align track with cursor position, and while it took me 
a little bit of time to get the alignment right, since it was a bit difficult 
to figure out which one was then actually starting audio output first, did 
eventually manage to get it to sound pretty much right, by eventually going 
down to changing new starting position of narrated soundtrack bit by bit using 
differences coming down to 50 milliseconds at a time, after had got it pretty 
close, such that it almost sounded like there was a very vague echo going on, 
until got it just right...<smile>

Anyway, now going to try use free software called virtualDub to in fact replace 
original/normal sound track of video clip/file over to the now matching 
combined track of both original soundtrack and narrated soundtrack, and there 
you go...
