Well, what do you want to move, the selection or the audio content of
the selection?
First case:
Control-F6 to go into the selection tool bar, check that the length
radio button is on and change the value for "Selection Start" to move
left/right.
Second case:
Split the audio to a new track (Ctrl+i)
Select only the new track (enter) and jump to the beginning of it (with "j")
Use the arrows or time controls to place the cursor slightly left or
right where you want the new start to be.
Go to Tracks -> Align Tracks -> Start to Cursor/Selection Start.
