Hi Marlon
You must save the first cursor position.
When you're then on the second label, apply "Cursor to stored
Selection/Cursor" and the two points will be connected.
I'm not on 2.1.3 anymore so I can't tell you the exact menu commands.
Look under Edit first.

For completeness, facilities for marking positions are in the Track
Menu. The one you want is to mark at playback position. The default
shortcut is control-m. When you press control-m the screen reader
will tell you that you are on track x (track 2 if the recording is
taking place on the only track so far). At this point you can give
the label a name and press Enter or simply press Enter. I favour
giving it a name.
If using Audacity version 2.1.3 or later, once you have finished your
recording you can use alt-left arrow or alt-right arrow to jump from
label to label. Alternatively, from the Track Menu you can go to Edit
Labels and have all sorts of fun adjusting positions etc.
