I have a Macbook Air at work and eventually remembered while there to check out your issue. The version of Audacity is a bit long in the tooth, 2.1.0. Seek commands work fine with that version. Note that Audacity state that 2.1.3 is not VoiceOver accessible. Download 2.1.1-screen-reader.pmg from this page. <http://www.audacityteam.org/download/mac/>

All works well apart from the short and long “seek” commands for some reason. 
Pressing the left and right arrows, shift left and right, and the comma and
