I have a Macbook Air at work and eventually remembered while there to
check out your issue. The version of Audacity is a bit long in the
tooth, 2.1.0. Seek commands work fine with that version. Note that
Audacity state that 2.1.3 is not VoiceOver accessible. Download
2.1.1-screen-reader.pmg from this page.

I’ve just installed the latest version of Audacity onto my 2017 MacBook Air.
All works well apart from the short and long “seek” commands for some reason.
Pressing the left and right arrows, shift left and right, and the comma and
fullstop keys does nothing. I have not modified anything in the keyboard
preferences, they're definitely set correctly in the .xml file, and it is
definitely the screen reader version I’ve installed. Quicknav is also
definitely switched off when trying these commands as well.
Currently I’m trying to edit an MP3 file, do those commands not work with files
that were not recorded with Audacity?
I need to have a podcast edited by the end of this week, and it's becoming very
time consuming without these commands. Thanks for any help.
