Hi Cliff,
Audacity looks for the dll files in a number of places, and one of these is the Plug-Ins folder which is in the Audacity folder - the folder where Audacity is installed. When you've done this, you'll have to get Audacity to so a scan for VST effects - in the effects category of preferences there's a check box to do this.

and extracted it.  There were only two files, a dll and a pdf.  The
pdf says to run the setup, but there is no executable file. Do I just copy
the dll into Audacity?

I figured this out once before on my old computer,
probably with help from this list.  Grin.  But I don't remember the
trick.
