Maybe this helps...

Playing 1 track only out of many;
CONTROL S makes the chosen track play solo. This is a toggle.

Starting a new track;
I need more explaination as to what you are trying to do here.

Duplicating an existing track;
Select the track in whole or in part. then CONTROL D.

Selecting a portion of audio in 1 track as opposed to having your
selection stretch over multiple tracks;
Unselect the tracks to be unaffected . Then select the section of the
selected track by placing markers on either side. The markers are [
and ].
