[audacity4blind] Bug with play cut preview keystroke (C) and some other playback keystrokes

Hi,
as mentioned in other messages, there is a bug with the play cut preview
keystroke C in Audacity 2.1.1, and this also affects the user assigned
keystrokes of some other playback commands as described below.

If the letter C keystroke doesn't work, then the workaround provided by Robert,
is to Press R to start recording in a new track, press spacebar to stop, and
then press ctrl+z to undo, which removes this track and leaves the project
unchanged. After opening a projects, once you have done any recording, the
letter C always works.

It looks as if whether this bug occurs might depend on which version of windows
you are using. Based on limited data it looks like the bug shows up in Windows
7, but not in Windows 8.1. Can anyone on this list confirm whether or not this
is true.

This bug also affects a number of playback commands which don't have keystrokes
assigned to them by default, but which a user can assign keystrokes in the
keyboard category of preferences. These are:
1. Play at speed.
2. Loop play at speed.
3. Play cut preview at speed.
4. Adjust playback speed.
5. Increase playback speed.
6. Decrease playback speed.
