Hello Brian,
I’ve only lightly touched narrator but when I first opened it I was given a
message that it has been updated so as to work more along the lines of other
popular screen readers. Perhaps this could be confusing things. Just a
thought.

Which version of Audacity are you using?
I've just tried importing a file using Windows 10 version 2004, and Audacity
2.4.2, and didn't have any problems using Narrator.
Could you give some details as to what narrator is doing which is unexpected?
