Hi Elka,
if you want to select using the arrow keys, and have some clue as to how
far they move, then this can be done, though it's not very user friendly at
the moment.
As Andrew has said, the step size depends on the zoom level, and this is
normally changed by Audacity when you open or import a file.
However, you can set the step size to a known value, using the Zoom in,
normal, and out commands on the view menu.
1. Zoom normal (ctrl+2) sets the step size to slightly more than a hundreth
of a second.
2. Zoom out (ctrl+3) doubles the step size.
3. Zoom in (ctrl+1) halves the step size.
So, for example, if you press ctrl+2, then ctrl+3 three times, the step
size is slightly less than a tenth of a second. If you press ctrl+2, then
ctrl+3 five times, then the step size is roughly a third of a second.
There is a proposal to make this more user friendly, so that the user could
easily set zoom levels which corresponding step levels of 1 second, tenth
of a second, a hundreth of a second and so only. Hopefully this will get
implemented one day.
