Your problem is puzzling. When I make a selection and open the Generate dialog
the time I have selected is displayed. The format of the display does not
matter.
Apologies if what follows is what you have already done. When you press left
and right brackets, is Audacity playing or stopped? I asked because behaviour
of those commands is different when playing and stopped. When playing, the
selection will start and end when pressing left and right brackets
respectively. When stopped a dialog opens which allows you to enter a time.
Try this example. Assuming you have no audio selected and press x to stop at
exactly 5 seconds. Press the right bracket. If you have set to display up to
milliseconds the display will show 00:05:000. Press right arrow until the
screen reader announces 000 milliseconds. Press up arrow twice to advance by
200 milliseconds and press Enter. Adjust those numbers to suit your particular
project. Then try adding the tone.

In Audacity, I want to add Tone to a selected part of a sound I have. I mark
the beginning of the selection with [ and the end with ] after about 200
milliseconds. When I check the Generate>Tone option, I see that the time I
selected to add the hue is not added to the effect duration. The duration in
the effect window appears to be 0 completely.
Also, the time display in the effects window is in h:mm:ss + samples mode and
changing it doesn't help either.
