It doesn't work with language/syntax, but, asks you to choose steps,
make setting choices, etc.
Like said, that one that's already there, mp3 conversion might already
do just what you want though?
Say that since, think one of it's steps includes normalisation.

As in, alt + O, arrow down to macro's and hit enter, but, you'll need to play around with that part of the interface a bit to get used to how it works allowing you to insert steps into macro's, etc. - they're basically steps/sets of pre-defined tasks to carry out on either a track, a selected audio portion, or files, etc.

That allows you to choose a sort of normalised volume level, after selecting multiple files, and just processes them in place.
